And then on Feb. 11, 2006, Our Lady of Emmitsburg stated,
" Little children, praised be Jesus! Little ones, I do not want you to be concerned about my words to the world regarding the communication from the Holy See. The fact of the matter is that there has never been such a written communication, and so the Truth must be made known. For as the Mother of God, I must uphold the Truth; and at all costs, the Truth must be directed to God. So please, do not be concerned.
God the Father will take care of all of this.
Statements about the Feb. 5 and 11 public messages of Our Lady of Emmitsburg, to the world, prompted the Archdiocese of Baltimore to publish a document, on its website, signed by Cardinal Joseph Ratzinger, the then-Prefect of the Congregation for the Doctrine of the Faith, supporting the 2003 decree of Cardinal Keeler, which concluded that the alleged apparitions are not supernatural.

All Letters From the Holy See Are Not Equal
The letter on the Archdiocese' website provides verification that the Holy See affirms the conclusions of Cardinal Keeler. It is not a communication offering a conclusion from its own investigation. Without a sturdy grasp of the distinction between the two types of letters, the correct understanding of the Church's position; as well as, Our Lady of Emmitsburg's Messages of February 5th and 11 can be lost.

This situation can be likened to the President of the United States affirming the results of an investigation conducted by a governor:
In other words, it can be put like this: The archbishop's (governor's) investigation of the apparitions of Gianna Sullivan occurred and was subsequently concluded . A conclusion about the apparitions was then reached by the archbishop (govenor), not by the Holy See, (president).
A document was then generated by the Holy See ( the White House) to the archbishop (governor), verifing/documenting that the archbishop (governor) has conducted his investigation. The document then offers an opinion on the manner in which the archbishop conducted the investigation, which was preformed in accordance with the law, in a commendable manner.
The document does not say that the Holy See ( the White House/ President) has conducted an investigation into the matter personally and is communicating its findings. Rather, it states that the Holy See (White House) is leaving the matter in the hands of the proper local official, Cardinal Keeler, the Archbishop of Baltimore.
Following this line of reasoning, it is plain to see that the type of document that has been presented by the Archdiocese of Baltimore from the Holy See, is not a communication which reports on the Holy See's investigation of the apparitions of Gianna Sullivan. But rather, is a type of verification letter that affirms the rights, duties and conclusions of Cardinal Keeler.
Therefore, as always, our Blessed Mother is never in error.
